- Someone who may be entitled to a pension that is or was formerly administered in Kentucky, Michigan, Ohio, Pennsylvania, or Tennessee.
- A surviving or divorced spouse who lives in Kentucky, Michigan, Ohio, Pennsylvania, or Tennessee.
- A surviving or divorced spouse of someone who worked in Kentucky, Michigan, Ohio,
Pennsylvania, or Tennessee or whose pension is administered in any of these states.
